In recent years, Vietnam’s regulatory framework around data and data privacy has been evolving rapidly, marked by the issuance of Decree No. 13/2023/ND-CP on Personal Data Protection. From 1 Jan 2026, the regulatory landscape in this area will be further strengthened with the introduction of the Law on Personal Data Protection and Decree No. 356/2025/ND-CP guiding its implementation, which will fully replace Decree 13.

These developments raise a number of practical questions for businesses utilizing SaaS platforms, particularly regarding information disclosure requirements, coordination mechanisms among relevant parties, and engagement with the data protection authority.
